Are iPhone 3G sold in Belgium unlocked allowing use of other SIMs in different countries?

I plan on buying a iPhone 3G, but over the next 18 months will be living in three different countries, so will not be getting it on a contract. Luckily I am currently in Brussels and while the Apple site says Belgian iPhones are carrier-locked, I am told they are not as it would be illegal to do so over here. Does anyone have and first-hand experience to know whether non-belgian SIM can be used?

1. it doesnt matter, even if the Belgium iphone 3g is locked you can still unlock it with the "sim unlock" method, but the problem is, can you get the iphone 3g with out a plan? If you can get the 3g iphone without a plan, ill say, go ahead buy the iphone. or buy it from hong kong : ) m sure their iphones are unlocked.
2. you can get it from hong kong or italy sim unlocked too. Im getting mine from italy!
