yes, but if you don't sign a 2-year agreement with ATT for service it will be alot more expensive. it is only offered at $199 with a signed 2 year contract with ATT.

No you can't buy one without any plan. There will be a timelimit before you've to activate the phone from the AT&T store / Apple Store. not right now, only with contract starting July 11,08 (must sign the contract at the time of purchase..... they are planning to have one without the contract for $599/$699 not sure when....
No. The Apple online store will not carry the iPhone 3G. The iPhone 3G requires in-store activation. Apple stores will have the ability to access AT&T accounts solely for the activation of the iPhone 3G. AT&T will later sell non-contract iPhone 3Gs (date unknown...let them get through the launch of the 3G iPhone first :P) for $599/$699.
